ABSTRACT Aidspan's report on key strengths of Rounds 8, 9 and 10 proposals is now available in four languages; the Global Fund issues a new Progress Update / Disbursement Request Form and accompanying guidelines; and the Global Fund updates its operations policy manual.

Other Language Versions of Key Strengths Report Now Available

The French-, Spanish- and Russian-language versions of the Aidspan Report “Key Strengths of Rounds 8, 9 and 10 Proposals to the Global Fund” are now available on the Aidspan website here. The English-language version had already been posted (see GFO article). This report will be of interest to people working on Round 11 proposals.

New Progress Update / Disbursement Request (PU/DR) Form Released

The Global Fund Secretariat has produced a new PU/DR form as well as new guidelines for principal recipients (PRs) and local fund agents (LFAs) on how to complete the form. The PU/DR is used by the PR to report on progress for the reporting period just completed, and to request additional funds for the next reporting period. It is also used by the LFA to verify and comment on the information provided by the PR. On its website, the Global Fund says that use of the new form is mandatory as of 30 June 2011.

The new form and guidelines are available on the Global Fund website here. Look for “Progress Update / Disbursement Request Forms (May 2011)” and “Progress Update / Disbursement Request Guidelines (May 2011).”

Updated Version of Operations Policy Manual Released

The Global Fund has released another update of its operations policy manual. The update, dated 17 May 2011, is the third or fourth edition of the manual, which was first issued in September 2010. The latest edition contains new operational policy notes on periodic review, voluntary pooled procurement, and headquarters support costs and indirect cost recovery for international NGO implementers (all added in May 2011).
