ABSTRACT Since mid-2010, the Board of the Global Fund has declined to approve requests for renewal funding for 10 grants. This contrasts to the period from mid-2007 to mid-2010, when the Fund approved every single renewal application.

In March 2012, the Board of the Global Fund declined to approve requests for renewal (Phase 2) funding for three grants – a Round 8 Guyana malaria grant, a Round 8 Gabon HIV grant and a Multi-Country Africa Rolling Continuation Channel (RCC) malaria grant. The decisions were taken by electronic vote.

This brings to 10 the number of No-Go decisions made by the Global Fund since mid-2010. (“No-Go” refers to a decision by the Fund not to continue funding a grant.) In that same period, the Fund has approved 90 renewal applications.Ā This contrasts to the period from mid-2007 to mid-2010 (which coincided with Michel Kazatchkine’s first three years as Executive Director), when the Fund issued zero No-Go decisions, approving all 215 renewal applications. (See GFOĀ commentary.)Ā In the three years prior to mid-2007, the Global Fund issued 10 No-Go decisions on the 264 renewal applications it received.

The No-Go decisions for the two Mauritania grants, for which theĀ principal recipient (PR) was the United Nations Development Programme (UNDP),Ā were made following findings of fraud in the administration of these grantsĀ by the Global Fund’s Office of the Inspector General (OIG). In addition to the 10 No-Go decisions shown above, in March 2011, the Secretariat gave notice to the Board that it intended to recommend a No-Go decision for Central African Republic Round 7 HIV grant. However, in July 2011, the Board decided to extend Phase 1 by six months to 31 December 2011 to allow an enhanced programme audit to take place. The Global Fund has not released any information on the results of that audit.
