Mapping of Accountability and Audit Arrangements of Donor-Supported Government-Managed Health Programs in Malawi

Malawi, a landlocked nation with a population of 19.4 million, faces poverty, high inflation, and high borrowing costs for small-scale firms (GOM, 2017b). Foreign development aid, primarily from the US, UK, and Norway, accounts for 58.6% of health spending, with major multilateral agencies contributing to the issue (Norad, 2017). Corruption remains a significant issue, with a high rate in 2018 (World Bank, 2019). However, progress has been made in closing the gender gap in education and empowering women. The Office of the Inspector General in Malawi conducted two audits and an investigative report, revealing weaknesses in financial, procurement, and supply chain management, requiring further attention. The study aimed to document the public audit and accountability measures in place for government-managed health programs in Malawi.
