ABSTRACT A list is provided showing all eligible applications received in Round 4, with the board's decision in each case. Also shown are countries that were eligible to apply but did not do so.

The following table lists all countries that were eligible to apply for Round Four Global Fund grants. For each country, the table shows the applicant, the component for which a Round 4 grant was requested, the decision that the board made at its June 28-30 meeting, and whether the country is eligible for appeal. Also shown are eligible multi-country applications.

The meanings of the Categories are as follows:

• Approved (Category 1): Approved proposals for which the Technical Review Panel (TRP) sought no clarifications or only minor ones. Clarifications must be provided within 4 weeks. Final approval of clarifications must be issued by the TRP Chair and/or Vice-Chair.
• Approved (Category 2): Approved proposals for which the TRP sought a number of clarifications. Clarifications must be provided within 6 weeks of the applicant’s receipt of the initial decision of the Board. Any follow-up queries must be answered and finally approved by the TRP within 4 months from the receipt of the initial reply from the applicant. Approval of clarifications must be issued by the TRP Chair and/or Vice-Chair based on consultations with the primary and secondary reviewers.
• Not approved (Category 3): Proposals not recommended in their present form, but regarding which applicants are encouraged to submit improved applications in future Rounds.
• Not approved (Category 4): Proposals not recommended for funding, and regarding which the TRP provides no encouragement that applicants should re-apply in future Rounds.

* Note: For the approved HIV/AIDS grants from Ethiopia, Tanzania and Zambia, the amount originally requested for Year 1 was evenly spread by the TRP over Years 1 and 2, because of doubts that the program could expand as fast as had been proposed. However, the 5-year budget totals were not changed.

An applicant may appeal the board’s decision if the applicant submitted an eligible proposal for a particular component in both Round 3 and Round 4 and was not approved in either case. The appeal must show that the recommendation made by the TRP regarding the Round 4 proposal was based on a “significant and obvious” error. The appeal must be filed with the Secretariat no later than 28 days from when the applicant receives written notice of the board’s Round 4 decision.
