Domestic procurement among Global Fund recipient countries_Preliminary report.
More Global Fund recipient countries are relying on their domestic resources to procure HIV, TB, and malaria. This is a good step towards country ownership and sustainability of the disease responses. However, this reliance also increases risks such as reduced quality commodities, higher prices and reduced administrative efficiency, and longer lead times, especially in countries with weak national procurement systems. The countries will need to ensure a smooth transition from using the Global Fund pooled procurement mechanisms to using national procurement systems. They have an opportunity to plan for and execute interventions that strengthen the procurement systems as part of the RSSH grants in the 2020-2022 allocation cycle.
