ABSTRACT The Global Fund Board declined requests for Phase 2 funding for two Round 6 Mauritania grants that are currently being investigated by the OIG.

On 11 February 2011, the Global Fund Board declined requests for Phase 2 funding for two Round 6 Mauritania grants that are currently being investigated by the Fund’s Office of the Inspector General (OIG). The principal recipient (PR) for both grants, one malaria and one TB, was the United Nations Development Programme (UNDP).

(In its progress report released in December 2010, the OIG said that of the approximately $3.5 million in disbursements it had analysed, from all five TB and malaria grants in Mali, about $2.7 million had been misappropriated – see report in GFO.)

Both grants had been scheduled to run until at least November 2012, assuming Phase 2 approval. For the TB grant, $3.6 million had been disbursed as of end January 2011; the Mauritania CCM had requested $4.2 million for Phase 2. For the malaria grant, $3.0 million had been disbursed as of end January 2011; the CCM had requested $5.6 million for Phase 2.

The Board decision was taken by electronic vote; no explanation for the decision was provided publicly.
