ABSTRACT The Global Fund has published its Eligibility List 2020 and its list of projected transitions from Global Fund country allocations by 2028. The previous projected transitions document, showing projections until 2025, was published in March 2018.

The Global Fund recently published on its website the 2020 Eligibility List of countries eligible to receive an allocation in the next funding cycle. It has also published an updated Projected Transitions List, identifying countries it expects to transition from Global Fund allocations, with projections by disease component.

The 2020 Eligibility List and the updated Projected Transitions List are accessible on the Global Fund’s website.

The GFO will publish a more detailed analysis of the 2020 Eligibility List and the updated Projected Transitions List in a future edition. In the meantime, we summarize here the main changes in both lists below.

Countries and components with changes in eligibility

The countries and components with changes in eligibility include:

  • Armenia (HIV, TB)
  • Bulgaria (HIV)
  • Cuba (HIV)
  • Fiji [no component listed but there is only one grant, for TB]
  • Guatemala (malaria, TB)
  • Guyana (malaria)
  • Iraq (TB)
  • Kosovo (HIV, TB)
  • Nauru (TB)
  • North Macedonia (HIV),
  • Romania (HIV),
  • Russia (HIV),
  • Suriname (TB),
  • Tajikistan (malaria) and
  • Turkmenistan (TB)

Countries and components that have been added to the projected transitions list

The Global Fund’s updated list of projected transitions is in the form of a PDF document on the Global Fund website, Projected Transitions from Global Fund country allocations by 2028: projections by component. The previous projected transitions document, which contained projections through 2025, was published in March 2018.

The list below reflects the updated list of components currently in transition or projected to transition by 2028:

  • Guyana (malaria)
  • Eswatini (malaria)
  • Bhutan (HIV, malaria)
  • Cabo Verdi (HIV, TB, malaria)
  • Lao PDR (HIV)
  • Mauritius (HIV)
  • Dominica (HIV, TB)*, Grenada (HIV, TB)*
  • Guyana (HIV, TB)
  • Dominican Republic (HIV)
  • Gabon (TB)
  • Lebanon (HIV)*
  • St. Vincent and the Grenadines (HIV, TB)*

 

*Currently operationalized in multi-country grants

Changes in timing of projected transitions

Kosovo (HIV, TB) and Guatemala (TB, malaria) are projected to transition one funding cycle sooner than previously estimated, and Sri Lanka (HIV) and Egypt (TB) are projected to transition one funding cycle later than previously estimated.
