ABSTRACT The Global Fund relies on fiscal agents as an element of its first line of defense against financial wrongdoings in grant implementation in high-risk environments. It is important that the Office of the Inspector General or the Global Fund’s new evaluation office reviews the model considering recent adverse findings from its investigations in countries supported by a fiscal agent.
