The Global Fund Board has approved a design for the new funding model, though some elements of the design will require further work. The Board has also approved a transition phase for 2013 as a way of testing various elements of the new model. The full model will not likely be rolled out until 2014.

The Global Fund's importance to people who inject drugs in Eastern Europe and Central Asia (EECA) cannot be overstated, according to Serge Votyagov of the Eurasian Harm Reduction Network, writing in “Lucy’s Blog” on the website of the Huffington Post.
All four principal recipients (PRs) in Cambodia established separate structures parallel to national ones to manage procurement and monitoring and evaluation (M&E) functions within Global Fund grants. The creation of parallel structures goes against the intention of core Global Fund principles that call for the use and strengthening of national systems.
