On 22 February 2019, the Global Fund Board approved one multi-country grant, one matching funds request and one set of interventions on the Unfunded Quality Demand (UQD) Register –– worth a total of $16.0 million. The Board was acting on the recommendations of the Technical Review Panel (TRP) and the Grant Approvals Committee (GAC). This was the 17th batch of approvals from the 2017–2019 allocations.

In October 2016, the Global Fund Board has approved $56.6 million for six grants emanating from concept notes submitted by four countries. Of the $56.6 million, $37.2 million represented new money; the balance was existing funding that has been approved prior to the new funding model (NFM) but was nevertheless included in the NFM allocations to countries. and one regional grant.
The Global Fund Board has approved funding in the amount of € 16.4 million ($18.4 million) for a malaria grant to Guinea-Bissau. The Board also approved additional funding for an existing health services strengthening grant to South Sudan. The Board was acting on recommendations from the Technical Review Panel and the Grant Approval Committee.
OIG audit in Guinea-Bissau questions whether PBF is possible where performance data are not reliable
The Office of the Inspector General (OIG) says that its recent audit of grants to Guinea-Bissau raises questions about the suitability of performance-based funding in countries where performance data are not reliable.
“The expectations for reporting, management and oversight placed on fragile states by the Global Fund have not been realistic,” the OIG said.
The Global Fund Board will not approve funding for Phase 2 of a Round 8 health systems strengthening (HSS) grant in Guinea-Bissau. The Board’s No-Go decision follows notice of an intent to recommend a No-Go for this grant provided by the Global Fund Secretariat in October 2012 (see GFO article).
