This is the second of two articles in this issue on the grants recently approved by the Global Fund Board. In this article, we report on the comments of the Grant Approvals Committee (GAC) on four countries in the Latin American and Caribbean region: Belize, El Salvador, Panama and Paraguay.
Global Fund Board approves another $98 million in country grants from the 2017–2019 allocations
On 12 November 2018, through electronic voting, the Global Fund Board approved $98.0 million in funding for 14 country grants from 13 countries. Of the 14 grants, four were for TB; three TB/HIV; three HIV; three malaria; and one TB/RSSH.
Global Fund Board approves another $28 million in grants from the 2017–2019 allocations
On 17 August 2018 and on 26 October 2018, the Global Fund Board approved two HIV grants and three TB grants worth $28.1 million. The Board also approved $15.9 million in matching funds requests for six components.
For its HIV grant, El Salvador chooses sub-recipients representing key populations
El Salvador has announced the selection of six sub-recipients (SR) for its $23.1 million HIV grant, marking another step forward on its path towards completing the Global Fund’s processes under the new funding model (NFM).
Civil Society Was Significantly Involved in Concept Note Development in El Salvador
Civil society was involved extensively in the development of the concept note that El Salvador submitted to the Global Fund. This is one of the findings from interviews that GFO conducted with five people involved in the process, and from a review of related documents.
First Concept Notes Are Approved
The Global Fund Board has approved funding for five concept notes submitted by three early applicants in the transition phase of the new funding model (NFM). The three countries involved are Myanmar, El Salvador and Zimbabwe. Total approved funding was up to $449.8 million. The Board approved the funding by electronic vote. The decision was made public on 15 June. These constitute the first funding approvals for early applicants.
Comments on the Funding Awarded to El Salvador
When the Global Fund Board approved early applicant funding for El Salvador for HIV under the new funding model (NFM), it also approved funding for the renewal of two existing HIV grants. The amount of renewal funding approved was $3.9 million. When combined with the $20.2 million in NFM indicative funding and the $2.9 million in NFM incentive funding, total funding awarded to El Salvador was $27.0 million.
