Six concept notes in and another eight on deck for October from the region

Countries from Latin America and the Caribbean have submitted six concept notes under the new funding model (NFM) as of end-September, with another eight expected in the October submission window, according to a calendar shared with Aidspan.

Three of the first six notes submitted were returned following a review by the Technical Review Panel; the revisions are expected to be completed in time to catch the November TRP window.

Representatives from African implementing countries took a step closer in March towards the inauguration of a regional bureau that will help coordinate and harmonize communications on the continent in order to be better positioned to influence decision-making by the Global Fund Board.

The introduction of the new funding model (NFM) has raised some concerns in the Middle East that it fails to consider the sweeping population movements and refugee crisis around the region and their impact on public health, particularly with respect to higher incidence of TB.

Aidspan launches its French-language newsletter, OFM : Observateur du Fonds Mondial (Global Fund Observer)

With the launch on 19 March of its inaugural issue of OFM : Observateur du Fonds Mondial, Aidspan is expanding the breadth and depth of its reach among those who are keen to monitor and assess the progress being made by the Global Fund in its fight against HIV, TB and malaria. Since 2002, Aidspan has published the English-language Global Fund Observer, reaching nearly 10,000 subscribers in 170 countries.

The Global Fund and the fears of transparency

In 2002, the new Global Fund was a world leader in aid transparency. It had committed to publish a volume and level of technical details on its grants that was unprecedented in international development.

Global Fund lifts suspensions of net suppliers caught in Cambodia case

Suppliers Vestergaard Frandsen and Sumitomo Chemical Co face mandatory compliance regulations to continue as Fund suppliers

The Global Fund Secretariat will lift the suspensions of two major suppliers of long-lasting impregnated nets (LLINs) who were found to have paid kickbacks to government officials in Cambodia.

Acting on the recommendations of the Sanctions Panel, the Secretariat also imposed three conditions on Vestergaard Frandsen and Sumitomo Chemical Co in order to remain eligible to compete in tenders for future commodity purchases.

LFA paper released

With a budget of $65 million annually, the Local Fund Agents represent a significant and critical element in the Global Fund’s architecture and reflects about 20 percent of its total operating budget. Despite this, there has been little reflection or review of this piece of the model. One of the last reviews of the LFA system was commissioned by the Fund in 2006, and published online in 2007.

Watchdogs or critical friends?

I was in Nairobi recently to help Aidspan facilitate a meeting with the representatives of about 30 organizations from East and Southern Africa involved in the monitoring of global health programs.
